The text was represented in UTF-8, the curly apostrophe (code point U+2019) was represented as the 3-byte sequence 0xE2 0x80 0x99. In buggy code, the individual bytes were then misinterpreted as code points U+00E2 "â", U+0080 "€", U+0099 <control>. The misinterpretation of multiple code units as multiple code points happened multiple times resulting in the continued expansion to the sequence you see here.
Misinterpreting code units from one of the UTFs as Unicode code points is a classic problem. It most often arises from weak typing where byte strings and text strings are not strongly differentiated from each other, but it can also be server misconfiguration or other problems.
