For a few months now I haven't been able to shake the thought that a non-commercial over-the-air broadcast retransmission service is legally feasible. There is obvious value in out of market broadcasts throughout the United States, people pay for cable and sports streaming services because they want to watch programs not available in their market. If i'm interested in making money, then the text of the law leads me to think that a service which retransmits broadcasts over the internet is legal.

I linked this legal analysis because I am fascinated by the history of thr law powering my thought. Sure, the text of the law seems pretty clear, but there are reasonable concerns that such a service would maim OTA broadcasters in small but well-served markets.

I've got some technical solutions in mind that I'll keep to myself for now, but picture this: at an average length of ~210 minutes, an average NFL game would cost ~$0.21 to stream over Cloudflare Stream to a single user. Would you pay $0.21 to watch an NFL game? What about $5 to watch your team's entire regular season and playoffs?
